As part of the Primary Education Review and Implementation (PERI) recommendations accepted by MOE in 2009, PAL was introduced to strengthen the emphasis on non-academic programmes for Primary 1 and 2 pupils.
This is in line with a key desired outcome of PERI recommendations to balance the acquisition of knowledge with the development of skills and values.
It aims to facilitate the well-rounded development of pupils in the five learning domains (cognitive, moral, social, aesthetics and physical) and help pupils to develop social emotional competencies.

Fun, creative and meaningful learning through play
Authentic or simulated learning experiences
Lessons can be conduct in classroom or beyond
Self and group exploratory, discovery activities
Self expression and team play encouraged
Pupils take initiative with minimal scaffolding

peers as well as pupils and teachers
